Job Description: Patrol Sergeant

General Statement of Duties:

Performs a variety of supervisory tasks for the Police Department.

Supervision Received:

Works under the direction of the Police Lieutenant.

Supervision Exercised:

Exercises full supervision over a small number of employees engaged in the daily operation of a shift. Assumes control of all operations and services in the absence of the Chief of Police or Police Lieutenant.

Examples of Principal Duties:

  1. Prepares and conducts patrol shift briefings including inspection of officers’ appearance, equipment and beat assignment.
  2. Supervises and evaluates the performance of subordinates including disciplinary actions, continued training and counseling.
  3. Performs the full range of Police Officer duties.
  4. Reviews reports in a timely manner while assuring accuracy completeness and grammatical correctness.
  5. Monitors scheduling to assure efficient and effective use of personnel and budget resources.
  6. Investigates complaints concerning the conduct or performance of subordinates.
  7. Performs liaison functions between the Pendleton Police Department and outside agencies or other City departments.
  8. Assures continuous accurate information flow between the administration and the officers supervised.
  9. Maintains proficiency in the use of police related equipment.
  10. Appears in court, and is available to testify in matters which he/she has knowledge whether it be criminal or civil.
  11. Assists in the screening and assessing of applicants.
  12. Assist in hiring decisions.
  13. Performs related duties as assigned.

Recruitment Requirements

Experience & Training:

Any combination equivalent to a Bachelor’s degree and two (2) years of progressively responsible police experience or an Associate’s Degree and five (5) years progressively responsible experience as a full time law enforcement officer in a law enforcement agency; be a full time police officer in good standing holding the rank of Corporal for a minimum of one year; must possess an Oregon Department of Public Safety Standards and Training (DPSST) Advanced police certificate within six months of promotion.

Knowledge, Skills and Abilities:

Knowledge of City ordinances, state and federal laws; content and intent of Oregon criminal law; adult and juvenile judicial procedures; civil and constitutional laws; principles of supervision and progressive discipline; department regulations and policies and procedures; laws of arrest and search and seizure; techniques of interview and interrogation; criminal case preparation; crime scene management; oral and written communication skills. Ability to supervise the day-to-day operations of the patrol section of the Pendleton Police Department; prepare clear and concise written reports; communicate effectively, both orally and in writing; assign and review work of subordinates while maintaining professional working relationship; analyze dangerous situations and effectively identify a safe course of action to resolve the conflict; enforce federal, state and municipal laws; determine appropriate level of response to a given situation; exercise authority in a positive manner while maintaining discipline within the department; work with the public in a courteous respectful manner; train and evaluate personnel; process disciplinary action; plan and organize work; evaluate, identify and recommend improvements in operations, systems, procedures and policies; meet established time lines; identify problems with subordinates’ work and take corrective action; praise good work by subordinates.

Necessary Special Qualifications:

Must possess, or be able to obtain by time of hire, a valid Oregon Driver’s License without record of suspension or revocation in any state; ability to meet Department’s physical standards.

Working Conditions:

Work is performed in both office and field settings on a rotating shift schedule in all weather conditions.

Tools and Equipment Used:

Police car, police radio, handgun and other weapons as required, handcuffs, first aid equipment, personal computer including word processing software.

Conditions present high stress and threat to personal safety during periods of search and seizure and arrest; may be exposed to toxic materials, blood-borne pathogens and other infectious environments; have to deal with unruly or dangerous individuals, unsafe building sites and deadly force; may be required to extend work schedule during emergency situations.
