The Criminal Investigations Section is under the command and control of the Lieutenant. The Pendleton Police Department has three Detectives. A Detective Sergeant, General Criminal Law Detective and a Narcotics Detective who is assigned to the Blue Mountain Enforcement Narcotics Team (BENT).
The detectives in the Criminal Investigations Section are responsible for follow-up investigations of assigned cases. These cases are usually the more serious and/or complex incidents reported to the police department including, but not limited to; homicides, robberies, serious sexual assaults, serious physical assaults, child abuse, cyber crimes and other cases that demand unique investigative knowledge, time and travel.
Sergeant Richard J. Jackson has been with the Pendleton Police Department since May 3, 2000. Sgt. Jackson is responsible for the direct supervision of the Criminal Investigation(s) Section, as well as the Blue Mountain Narcotics Enforcement Team (BENT), School Resource Officer (SRO) and the Community Services Officer (CSO). Sergeant Jackson has spent the last 17 years in the investigation division working both as a Narcotics Detective and Major Crimes Detective before promoting to Detective Sergeant in 2010. Sergeant Jackson has over 3000 hours of training specific to investigations and tactical operations and holds an advanced/supervisory certificate from DPSST. Sergeant Jackson has worked countless major crimes in Northeast Oregon, written as well as supervised multiple Federal Title III Wiretap cases, managed multiple Organized Crime Drug Enforcement Task Force (OCDTF) cases and supervised the first Racketeer Influenced and Corrupt Organization (RICO) case in Umatilla County. Sgt. Jackson is a Firearms Instructor, and the previous SWAT Commander of the Pendleton Police Department SWAT Team who now acts as a SWAT commander advisor. Sgt. Jackson has been a member of the Umatilla/Morrow County Major Crime Team for the last 17 years.

Detective Howard Bowen has been with the Pendleton Police Department since October 16, 2001. Det. Bowen has been assigned to patrol as an Officer, Corporal and Sergeant and assigned to the Community Service Officer position. Det. Bowen is a member of the Pendleton Police Department SWAT team, a firearms instructor and a member of the Umatilla/Morrow County Major Crime Team.

Detective Drew Hubel has been with Pendleton Police Department since September 14, 2012. Det. Hubel has been Enforcement Narcotics Team (BENT), Member of Pendleton Police Department SWAT Team, Firearms Instructor, Glock Armorer, Standardized Field Sobriety Test Instructor, Drug Recognition Expert, and a member of the Umatilla/Morrow County Major Crime Team.
